UP Admin, All UP Workers Union Ink Collective Negotiation Agreement (CNA)

The ÌìÃÀÊÓƵ (UP) and the All UP Workers Union (AUPWU) signed a new Collective Negotiation Agreement (CNA) on Nov. 14, 2024, reinforcing their commitment to improving working conditions, benefits, and rights for rank-and-file administrative staff.

UP President Angelo A. Jimenez and AUPWU National President Jossel I. Ebesate signed the agreement, witnessed by representatives from both sides.

The CNA covers all UP non-academic rank-and-file personnel, whether permanent, temporary, casual or contractual with only very specific exceptions. Its reach extends across all constituent universities (CUs) and units, all UP System offices, and other units that may be established in the future.

The agreement reinforces the commitment of both parties to better working conditions, benefits, and rights for all rank-and-file administrative staff and employees of the University. It comes as a result of negotiations between UP and the AUPWU, who previously entered into an Agreement that had an intended validity period of five years, from April 27, 2020 to April 26, 2025. With this new agreement, both agree to pursue a harmonious working environment in UP that enhances employee welfare and productivity.

Key provisions include rights and benefits related to merit promotion, security of tenure, employee workload, workers’ education and professional development, gender equality, and health and safety. The CNA also formally recognizes the AUPWU as the sole representative of UP’s non-academic rank-and-file employees.
