UP Law launches monograph of RTD on rules-based international order

The Institute of International Legal Studies (IILS) of the UP Law Center, in partnership with the Department of Foreign Affairs, launched on June 25 the monograph of their roundtable discussion examining the rules-based international order.

The RTD held on August 27, 2024 gathered several legal and diplomacy experts and practitioners, scholars, and advocates in a candid exploration of the concept of RBIO, which is generally understood and envisioned as a global framework of shared norms and legal principles upheld by nations to foster stability and cooperation.

Issues concerning international conflict resolution, the progressive development and codification of international law, climate change laws and negotiations, and international trade and economic law were among the topics examined and debated in the discussion.

UP President Angelo Jimenez, speaking during the monograph’s launch, reflected on the roundtable as a “powerful reminder of the university’s role in fostering rigorous, relevant, and reflective scholarship in the service of the nation and of global justice.”

Jimenez also vowed that UP “would continue to pioneer platforms to address the most urgent legal and political questions of our time”—especially amid what Secretary of Foreign Affairs Enrique Manalo identified as global challenges to multipolarism and international rule of law.

“What we are confronting is not merely a crisis of compliance but a deeper contestation over the legitimacy, scope, and function of international law itself,” Manalo highlighted in his remarks.

IILS Senior Legal Associate Ruby Rosselle Tugade called on experts and leaders to “interrogate and even reimagine what international law serves to function as,” and that Filipinos must be vigilant of the Philippine government’s commitments in its international obligations.

Jimenez likewise hoped that the publication of the monograph would “not only document what has been said but also inspire further inquiry [and] challenge our assumptions and strengthen our resolve to uphold an international order anchored in justice, equity, and genuine respect for the rule of law.”
