Issues and corresponding resolutions to the implementation and usage of the Personnel Unified Systems Outlook (PUSO) and Budget Utilization, Liquidation, and System Analytics (BULSA)—UP’s latest information systems on human resource management and financial management, respectively—were highlighted at the conclusion of the PUSO-BULSA Assessment Roadshow on May 21 at Malcolm Theater, UP Diliman.
The development and implementation of PUSO and BULSA are part of UP’s initiatives to streamline its administrative processes and information systems, in line with its thrust toward digital transformation. First conceptualized in 2020 at the height of the COVID-19 pandemic, PUSO was officially launched in November 2024, and BULSA a month later.

Organized by the Office of the VP for Planning and Finance (OVPPF) and the Office of the VP for Administration, in collaboration with the UP Diliman Development and the PUSO-BULSA Rollout Teams, the roadshow ran from March 12 to April 30, covering all UP constituent universities (CUs). It was conducted to present progress reports on implementation and usage across the UP System, and served as a platform for users to raise their concerns, and for the system developers, project leaders, and University officials to address these concerns and the challenges experienced in the rollout of PUSO and BULSA.
Officials and staff of the UP System; heads and personnel of the UP Human Resources Development Office, UP Information Technology Development Center, UP Accounting Office, UP Budget Office, and UP Cash Office; as well as as representatives from various UP units, attended the concluding activity of the roadshow.
VP for Administration Augustus Resurreccion gave updates on the enhancements made to PUSO and BULSA. He also presented the total number of transactions and usage statistics over the course of the four to five-month implementation of PUSO and BULSA across the CUs.

Asst. Prof. Jude Vito Agapito of the PUSO-BULSA Rollout Team discussed the common issues encountered in the University-wide adoption and implementation of PUSO and BULSA, and how these were addressed. Recurring issues for both systems were changes in the workflow, the need for a standardized format, and system downtime.
An open forum allowed participants to share their experiences in using the systems, raise issues they encountered, and seek clarifications on PUSO and BULSA.
The future direction of PUSO and BULSA was also presented. According to OVPPF, it will pursue cooperation with the Office of the Vice President for Digital Transformation towards the creation of a digital vault where digitized copies of basic papers and documents needed for auditing will be stored.
Closing the program, Iryn Balmores, VP for Planning and Finance, commended the attendees, saying UP System administration heads and personnel were the best people to implement PUSO and BULSA.
